“一带一路”构想提出

两千多年前，亚欧大陆上勤劳勇敢的人们，坚持不懈地探索出了多条连接亚欧非三大洲的贸易和人文交流通路。后人则称之为“丝绸之路”。

More than two millennia ago, the diligent and courageous people of Eurasia explored and opened up several routes of trade and cultural exchange that linked the major civilizations of Asia, Europe and Africa, collectively called the Silk Road by later generations.

2013年9月和10月，习近平主席在出访中亚和东南亚国家期间，先后提出要共建“丝绸之路经济带”和“21世纪海上丝绸之路”，也就是我们后来说的“一带一路”。

When Chinese President Xi Jinping visited Central Asia and Southeast Asia in September and October of 2013, he raised the initiative to jointly build the Silk Road Economic Belt and the 21st-Century Maritime Silk Road (hereinafter referred to as the Belt and Road).

自2013年“一带一路倡议”提出以来，“一带一路”这四个字的英文表述经历了一个从混乱到统一的过程，先后有如下几个版本：

One Belt, One Road，简称“OBOR”

Belt and Road，简称“B&R”

Land and maritime Silk Road programs

第一个版本属于逐字逐译，是最早流行的译法。直到现在，不少外媒还习惯用这个表述。曾有学者倾向于使用OBOR，认为这样书写比较美观，“两个O”圆形饱满，表示“一带一路”是政治中立的，强调要汇聚智慧。

第二个版本去掉了“One”，并最终成为官方“钦定”译法。将于5月14日至15日召开的“一带一路”国际合作高峰论坛英文全称是：

注意，没有one这个单词。“一带一路”不仅着眼于中国自身发展，更是以中国发展为契机，让更多国家搭上中国发展的快车。正如习近平强调：“一带一路”建设秉持共商、共建、共享原则，不是封闭的，而是开放包容的;不是中国一家的独奏，而是沿线国家的合唱。说到底，The Belt and Road Initiative，一带一路倡议就是让各国人民感受到实实在在的甜头和好处，是人心与人心的合奏。

在此，奇速君温馨提示，不要把“Belt and Road Forum”缩写为“BARF”，因为巧的很，Barf正好是“呕吐”的意思。切记切记!

第三个版本是傅莹在2015年5月芝加哥大学演讲时提出的，这个版本曾广受好评。这个版本的优点是，抓住了“一带一路”的精髓，而且老外一看就知道“一带一路”指的是海陆两条“丝绸之路”。它的缺点是，作为一个“中国方案”的术语表达，这个译法略显啰嗦。

“一带一路”的倡议是中国的，机遇是世界的，如此影响深远、意义重大，在英文表述上也同样需要严谨。

正因为这些优点，国家发展改革委会同外交部、商务部等部门曾对“一带一路”英文译法进行了规范。

一、在对外公文中，统一将“丝绸之路经济带和21世纪海上丝绸之路”的英文全称译为“the Silk Road Economic Belt and the 21st-Century Maritime Silk Road”，“一带一路”简称译为“the Belt and Road”，英文缩写用“B&R”。

二、“倡议”一词译为“initiative”，且使用单数。不使用“strategy”、 “project”、 “program”、“agenda”等措辞。

三、考虑到“一带一路”倡议一词出现频率较高，在非正式场合，除首次出现时使用英文全称译文外，其简称译法可视情况灵活处理，除可使用“the Belt and Road Initiative”外，也可视情况使用“the land and maritime Silk Road initiative”。其他译法不建议使用。

The Belt and Road Initiative -- China’s proposal to build a Silk Road Economic Belt and a 21st Century Maritime Silk Road in cooperation with related countries -- was unveiled by Chinese President Xi Jinping during his visits to Central and Southeast Asia in September and October 2013.

2013年9月和10月，中国国家主席习近平出访中亚和东南亚期间，首次提出“一带一路”重大倡议，即与沿线国家共建“丝绸之路经济带”和“21世纪海上丝绸之路”。

The initiative focuses on promoting policy coordination, connectivity of infrastructure and facilities, unimpeded trade, financial integration, and closer people-to-people ties through extensive consultation, joint contribution and shared benefits, with the goal of bringing benefits to all.

“一带一路”重大倡议以互利共赢为目标，通过广泛磋商、共同奉献、共享利益等方式实现各国之间的政策沟通、道路联通、贸易畅通、货币流通。

By the end of 2016 over 100 countries and international and regional organizations had expressed an interest in participating, and more than 40 of them had signed cooperation agreements with China.

到2016年底为止，已经有100多个国家和国际组织共同参与，有40多个国家和国际组织与中国签署了合作协议。

The proposed economic belt is considered the longest economic corridor in the world -- and potentially the most dynamic -- connecting the Asia-Pacific region in the east with developed European economies in the west.

21st Century Maritime Silk Road

Starting with the launch of individual projects that are expected to help spur a wider range of cooperative activities, it envisions a network of interconnected markets linking the Association of Southeast Asian Nations, South Asia, West Asia, North Africa, and Europe, and a strategic partnership for the South China Sea and the Pacific and Indian oceans.

“21世纪海上丝绸之路”以点带线，以线带面，旨在增进同沿边国家和地区的交往与合作，连通东盟、南亚、西亚、北非、欧洲等各大经济板块的市场链，发展面向南海、太平洋和印度洋的战略合作经济带。

Silk Road Fund

The Silk Road Fund was established in Beijing on December 29, 2014, following President Xi Jinping’s announcement on November 8 that China would contribute 40 billion US dollars for this purpose. The fund will support infrastructure and resource development and industrial cooperation in the countries along the land and sea Silk Roads.

2014年11月8日，中国国家主席习近平宣布，中国将出资400亿美元成立丝路基金。2014年12月29日，丝路基金在北京成立。丝路基金将为“一带一路”沿线国基础设施建设、资源开发、产业合作等有关项目提供投融资支持。

Asian Infrastructure Investment Bank

亚洲基础设施投资银行

The Asian Infrastructure Investment Bank is a regional inter-governmental development institution focused on supporting infrastructure development. It is the first multinational financial institution sponsored by China. As of the end of March 2017, the bank’s membership had reached 70, second only to that of the World Bank.

In his speech at Kazakhstan’s Nazarbayev University on September 7, 2013, President Xi Jinping proposed building a Silk Road Economic Belt by promoting policy coordination, road connectivity, unimpeded trade, currency convertibility, and closer people-to-people ties.
